Since the definition of waste takes on many meanings; and it is
    important for us to
come to terms with a precise definition of waste, I was wondering if any
    of you
would suggest articles which put forward a new legal definition of waste
    that has
the potential to be more universally adopted.

My 1991 article on reducing waste may be helpful in your framing the
    concept of waste:

This article is about physical waste, but having to do work twice is
waste too. My perception is that it can all be reduced to poor
communication. So, waste is bad communication that manifests in a
    variety of ways.
